La Montérégie figure parmi les régions du Québec les plus dynamiques économiquement. Selon les projections de sa planification stratégique 2020-2023¹, l’emploi devrait s’accroître légèrement en Montérégie, alors que le taux de chômage restera en diminution. De plus, sa population est en croissance depuis 2001, et ce, à un rythme plus rapide que le reste du Québec, et son solde migratoire positif est le plus important de la Province. Tous ces éléments sont autant de facteurs qui favorisent l’économie montérégienne, notamment en ce qui a trait à l’attraction de talents, aux investissements et à l’immigration.

Malgré ce dynamisme, la région compte des enjeux qui aggravent la pénurie de main-d’œuvre tels que :

• L’accélération du vieillissement de la population et des départs à la retraite;
• Le bassin très réduit de candidats en Montérégie qui freine la croissance de certains secteurs d’activité pourtant très dynamiques dans la région : industries du transport, métallurgie, électronique, textile technique et transformation alimentaire;
• L’impulsion des investissements dans la région qui augmente le nombre d’emplois en Montérégie (TCAM de 1,36% en Montérégie vs 1,12% au Québec).

Ces enjeux sont encore plus évidents pour les PME régionales qui font face à plusieurs difficultés, parmi lesquelles :

• peu de temps à consacrer au recrutement;
• manque d’expertise en ressources humaines à l’interne qui permettrait de mieux surmonter les enjeux liés au contexte actuel de rareté de main-d’œuvre;
• absence de mise en place d’une gestion prévisionnelle de la main-d’œuvre (GPMO) ou d’une stratégie de rétention des employés;
• absence fréquente de « marque employeur » au sein des entreprises;
• méconnaissance des programmes de financements et d’accompagnement pour l’embauche de personnes appartenant à des groupes sous-représentés sur le marché du travail (personnes handicapées, personnes judiciarisées, personnes immigrantes, personnes de plus de 55 ans, etc.).

Montérégie économique, soucieux de promouvoir et de faciliter un dynamisme économique et entrepreneurial dans la région, est à la recherche de solutions innovantes, technologies ou non, pour mieux outiller les entreprises locales et attirer les talents afin de faire face à la pénurie de main-d’œuvre croissante.

Les entrepreneurs participants à la compétition doivent cibler leur solution afin de répondre à au moins un des objectifs suivants :

• Doter les gestionnaires et les équipes RH (des PME notamment) d’outils leur permettant d’améliorer le processus d’attraction des talents, et ce, en s’inspirant des bonnes pratiques.
• Proposer des approches de gestion pour assurer la rétention et la fidélisation des talents, et ce, en s’inspirant des bonnes pratiques.
• Encourager l’embauche de la diversité en mobilisant les groupes sous-représentés sur le marché du travail (personnes handicapées, la population judiciarisée, population immigrante, personnes retraitées, etc.) qui pourraient aider à faire face à la rareté de main-d’œuvre.
